SCHOLARSHIP PROGRAMS
The TESDA Scholarship Programs aim to provide accessible and high-quality technical education and skills training to Filipinos, equipping them with the necessary competencies for employment, entrepreneurship, and lifelong learning. These programs seek to support marginalized sectors, including out-of-school youth, displaced workers, and persons with disabilities, by offering free training and assessment to enhance their employability. Additionally, the scholarships are designed to address industry demands by producing a skilled workforce aligned with labor market needs, thereby contributing to national economic growth and development. Through these initiatives, TESDA fosters inclusive and sustainable opportunities, empowering individuals to improve their livelihood and actively participate in nation-building.
TYPES OF SCHOLARSHIP PROGRAMS
1. TRAINING FOR WORK SCHOLARSHIP PROGRAM (TWSP)
This program provides immediate interventions to meet the need for highly critical skills. The program has two-fold objective:
1. to purposively drive TVET provision to available jobs through incentives and appropriate training programs that are directly connected to existing jobs for immediate employment, both locally and overseas and
2. to build and strengthen the capacity and capability of TVET institutions in expanding and improving the delivery of quality, efficient, and relevant training programs that meet job requirements, including programs for higher levels of technology.
The program is launched on May 2006 with funding from the Office of the President and mainstreamed in regular budget in 2008. This program is a response to the clamor of industry to address the critical skills shortages in priority sectors. particularly the Business Process Outsourcing, metals and engineering, construction, and tourism, among others.
2. PRIVATE EDUCATION STUDENT FINANCIAL ASSISTANCE (PESFA)
This program was established through Section 8 of Republic Act No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education (GASTPE) Act. PESFA offers educational grants to qualified and deserving college freshmen both in degree and non-degree courses. The program seeks to:
1. extend financial assistance to marginalized but deserving students in post-secondary non-degree courses;
2. promote TVET;
3. contribute to the development of a competent skilled workforce; and
4. assist private institutions in their development efforts by assuring a steady supply of enrollees to their course offerings.
The PESFA directed the beneficiaries on the choices of careers to the critical skills requirements of in-demand jobs in the labor market. It also allows for equity distribution of the opportunities made available through government subsidies.
3. SPECIAL TRAINING FOR EMPLOYMENT PROGRAM (STEP)
STEP is a community-based specialty training program that addresses the specific skills needs of the communities and promotes employment, particularly through entrepreneurial, self-employment, and service-oriented activities. Training programs offered are generally short-term or modules based on the Training Regulations promulgated by TESDA. Its objective is to provide skills and training opportunities for the beneficiaries in the barangays/communities to make them employable and productive.
Both public and private techvoc providers, but mostly local government training centers and TESDA Technology Institutions, deliver the training programs under STEP.
The beneficiaries of STEP receive the following assistance: free training and competency assessment, starter toolkits and training allowance.
4. TULONG TRABAHO SCHOLARSHIP PROGRAM (TTSP)
The Tulong Trabaho Scholarship Program (TTSP) is a TESDA initiative designed to provide free skills traing and reskilling opportunities for unemployed individuals, underemployed workers, and those who need upskilling to sty competitive in the job market. It aims to address labor market demands bu funding training programs in priority industries, ensuring that beneficiaries acquire industry-relevant and certifications.
The program is aligned with the government's goal of enhancing workforce competencies, reducing unemployment, and promoting inclusive growth by equipping Filipinos with skills that match the evolving needs of various industries.
5. RICE TRAINING AND EXTENSION SERVICES (RTES)
A program under the Rice Competitiveness Enhancement Fund (RCEF) for teaching skills on rice crop production, modern rice farming techniques, seed production, farm mechanization, and knowledge/technology transfer through farm schools nationwide. This shall also cover the Program Accelerating Farm School Establishment (PAFSE)
6. COCONUT FARMERS SCHOLARSHIP PROGRAM (CFSP)
CFSP is a TESDA initiative designed to provide free technical-vocational education and training (TVET) to eligible coconut farmers, farm workers, and their families. It is part of the government's effort to support and uplift the coconut industry by equipping beneficiaries with skills that enhance productivity, sustainability, and income opportunities.
Under CFSP, scholars receive free training in TESDA-registered programs related to agriculture, agribusiness, processing, and other relevant fields. The goal is to empower coconut farmers with modern techniques, entrepreneurial skills, and alternative livelihood opportunities, ensuring economic growth and resilience in the coconut farming sector.
7. UNIVERSAL ACCESS TO QUALITY TERTIARY EDUCATION ACT (UAQTEA)
The program was established through Republic Act No. 10931 providing for free tuition and other school fees in State Universities and Colleges (SUCs), Local Universities and Colleges (LUCs), and State-run Technical Vocational Institutions (STVIs), establishing the Tertiary Education Subsidy Loan Program (SLP), strengthening the Unified Student Financial Assistance System for Tertiary Education (UniFAST), and appropriating funds thereof. It is hereby declared that quality education is an inalienable right of all Filipinos and it is the policy of the State to protect and promote the rights of all students to quality education at all levels. The State recognizes the complementary roles of public and private higher education institutions and technical-vocational institutions in the educational system and the invaluable contribution that private tertiary schools have made and will make to education.
The program aims to:
Provide adequate funding and other mechanisms to increase the participation rate among all socioeconomic classes in tertiary education;
Provide all Filipinos with equal opportunity to quality tertiary education in both private and public education institutions;
Give priority to learners who are technically-able and who come from poor families;
Ensure the optimized utilization of government resources in education;
Provide adequate guidance and incentives in supporting young Filipinos with their career choices towards the proper development and utilization of human resources; and
Recognize the complementary roles of public and private TVIs in the tertiary education system.
HOW TO ENROLL?
TARGET BENEFICIARIES
As stated in the released Section 2.1 of the Omnibus Guidelines for the Implementation of FY 2025 TESDA Scholarship Programs issued on January 13, 2025. The TESDA Scholarship Programs seek to address the needs of prospective beneficiaries from the below-listed special clients, industries, and communities.
Special Clients - farmers and fishermen, workers in the informal sectors, migrant workers, Indigenous People (IP) and cultural communities (CC), women, persons with disability (PWD), persons deprived of liberty (PDL), senior citizens (SC), victims of calamities and disasters, out-of-school youths (OSY), urban poor, solo parents and their children, OFWs and their dependents, drug surrendered and their dependents, victims of human trafficking, wounded-in-action or killed-in-action AFP and PNP personnel and their dependents, rebel returnees, decommissioned combatants, inmates and detainees and their dependents, micro-entrepreneurs and their dependents, members of cooperatives, internally displaced population, Not in employment, Education, or Training (NEET), underemployed, and other related or similarly situated clients;
Workers, especially in MSMEs, in need of Upskilling and Retooling;
Marginalized individuals (e.g., TUPAD beneficiaries, 4Ps/Food Stamp Program, RA 9509 - Barangay Kabuhayan Act); and
Senior High School.
ELIGIBILITY OF BENEFICIARIES
TRAINING FOR WORK SCHOLARSHIP PROGRAM (TWSP)
Target Clients - TESDA shall prioritize those without prior formal or vocational training as well as those coming from regions or provinces where the absolute number of poor residents and the incidence of poverty are high, as identified in the latest official poverty statistics of the Philippine Statistics Authority.
Age Requirements - At least 18 years of age at the end of the training.
Eligibility - nothing stated
PRIVATE EDUCATION STUDENT FINANCIAL ASSISTANCE (PESFA)
Target Clients - K-12 school graduates from poor households enrolling in private TVIs.
Age Requirements - At least 15 years of age.
Eligibility - High school graduate/completer
with annual family income not exceeding P 300,000.00
SPECIAL TRAINING FOR EMPLOYMENT PROGRAM (STEP)
Target Clients - TESDA shall give priority to the following, in order of preference:
(i) Indigent families under the National Household
Targeting System for Poverty Reduction (NHTS-PR);
(ii) Informal Sector Families; and
(iii) those under the next lower poverty level, as determined by the DSWD.
Age Requirements - At least 15 years of age.
Eligibility - nothing stated
TULONG TRABAHO SCHOLARSHIP PROGRAM (TTSP)
Target Clients - TESDA shall prioritize those who are not employed, Not in Education, and Not in Training. Existing workers in need of upskilling/reskilling.
Age Requirements - At least 15 years of age.
Eligibility - List of Qualified recipients as approved by the Director General
RICE TRAINING AND EXTENSION SERVICES (RTES)
Target Clients - Rice farmers & Farm workers excluding dependents.
Age Requirements - nothing stated
Eligibility - Listed in the Registry System for Basic Sector in Agriculture (RSBSA) from DA.
COCONUT FARMERS SCHOLARSHIP PROGRAM (CFSP)
Target Clients - Coconut farmers and their dependents.
Age Requirements - At least 18 years of age at the end of the training.
Eligibility - Registered in the National Coconut Farmers Registry System (NCFRS) of the PCA.
